Bad weather contributes to lowest cost of school fires in eight
years
New figures released today by insurer Zurich Municipal show that
school fires cost an estimated £53 million in 2007.
This marks a reduction of £21 million on the previous year and is
the lowest figure for eight years.
The severe weather experienced across much of the country last year
was a significant factor in this decline, with fires less able to
take hold and the acute conditions affording less opportunity to
would-be deliberate fire-setters.
The figures come six months after Schools Minister Jim Knight
announced, via the 'Design for fire safety in schools' guide, that
all new and refurbished schools would be expected to have sprinkler
systems installed. However with 75 per cent of fire claims dealt
with by Zurich Municipal being arson-related the organisation is
maintaining pressure on government to continue to hold relevant
parties to account regarding the fitting of sprinklers in new
schools, including those built under the academies
programme.
Larry Stokes, Underwriting Manager at Zurich Municipal says: ?While
the latest figures are substantially down on recent years, the role
of last summers adverse weather should not be overlooked. The
governments guidance stating schools built under the Building
Schools for the Future
programme are expected to install sprinkler systems was a massive
step forward. However, the threat still exists as many schools were
under construction without sprinklers designed in before it was
published and. In addition those which can demonstrate very low fire
risk are potentially
excluded from this policy.
We therefore continue to advocate a mandatory policy to best
mitigate this risk. In the meantime schools must remain vigilant
around fire risk as, unlike a major fire, the process of
installation cannot happen overnight. As more schools are suitably
protected following the Minister?s announcement we fully expect to
see a significant drop in the cost of these claims in the next few
years.
Over a period of 10 years Zurich Municipal worked with the Fire
Protection Association, the Fire Service and other partners to press
government to introduce sprinkler systems in all new schools.
Support for the campaign culminated last year with over 100 MPs
backing a parliamentary motion and
preceded the Schools Ministers announcement.
Zurich will offer discounts of up to 70 per cent off the fire
element of the premium for schools fitted to its (British Standard)
specification.
