Development Team Passionate That Sheffield
Should Be Proud Of St. Paul’s Tower
 The development team behind Sheffield’s tallest tower
and an iconic symbol of the City’s regeneration has
expressed its shock and disappointment with Sheffield
City Council’s decision not to back its scheme.
Mike Norris director of the developer City Loft
(Sheffield) Ltd said: “We share the council’s desire to
have a building that Sheffield can be proud of. The
support of the council’s experienced planning officers
suggests we have achieved this. The negative decision of
council members was thus a tremendous disappointment and
troubling. We have been contacted by other worried
developers who are now concerned that the uncertainty
such decisions create means that Sheffield is no longer
a city they can do business in.
“We will of course continue our discussions with the
City Council but the current financial climate means
that we need to see speed and leadership from the
council on this issue. The ball is now in their court.
“Across the UK, developers and funders are walking away
from high profile developments and jobs are being lost,
ravaged by the tough economic conditions. We are
committed to this scheme but if that commitment to the
economic and symbolic regeneration of Sheffield is not
shared by the council we need to know now because we
have 300 workers on site.”
“We have until now kept what we regarded as a dignified
silence as we worked behind the scenes to ensure
constructive dialogue and progress. But we feel we must
speak out now to correct the toxic misinformation that
is being bandied around which is defaming our reputation
and misleading the people of Sheffield.
“There is no question as has been suggested that we are
replacing glazing with plastic panels to save costs. The
proposed changes to the scheme are relatively minor and
not conceptual. The design retains exactly the same
massing, material and colour palette; something we
believe is illustrated in the attached ‘before’ and
‘after’ imagery.
Tim Bowder-Ridger, the architect and project director of
internationally renowned design experts Conran and
Partners adds: “For the last twelve months we have
worked closely with planning officers from Sheffield
City Council to address a series of technical issues and
engineering concerns surrounding the St Paul’s project.
”The discussions have been frank, open and, most
importantly, very productive for both parties. The
ongoing dialogue resulted in their recommendation to
pass the amendments, so we are very disappointed that
the planning committee have twice now gone against the
advice of their own officers.
“The building will remain the same impressive tall,
slender structure with a rich palette of natural stone,
terracotta, bronze, glass and anodised aluminium,
combined with landscaped areas. The extent and use of
each of these materials are consistent with the
consented proposals, as are the specific colours and
finishes.
This is followed through internally by the use of high
quality timber and stone finishes, under -floor heating
and off-site fabrication techniques. For example, the
stone lined bathrooms have been constructed to +/- 1mm
tolerance in factory conditions and provide, without
question, a superior finish. The same techniques have
been used to manufacture kitchens, wardrobes and door
sets.
All the apartments retain floor to ceiling windows with
double or even triple widths in the living rooms to
maximise the views and daylight where best appreciated.
“We have addressed the concerns initially raised by the
planning officers and the committee members and indeed
believe that these have had a positive impact on the
appearance of the building. The remaining concern,
however, appears to be the visibility of the transoms to
the opening windows, which is clearly a detail rather
than a strategic issue, albeit the possible solutions
are severely tempered by the engineering constraints at
this height.
“In the current financial climate it is well known that
the construction industry faces extraordinary pressures,
and Conran & Partners have been working extremely hard
with Sheffield City Council, the planning officers, the
developers and the contractors to keep this project
viable. It would seem tragic for this scheme, which is
so key to the regeneration of the heart of the city, to
be put beyond the point of no return due to this issue.
“Conran & Partners remain absolutely committed to
looking at every possible option in the hope that this
project can still be delivered. We do, however, rely on
the financial situation not getting worse and
willingness of the city to help us find a prompt
solution.”
