Crest Nicholson - Proposal to build 2000 homes in Bath

Government officials yesterday decided not to
call in the regeneration scheme put forward by Crest Nicholson for
Bath’s Western Riverside.
The mixed use scheme for up to 2,000 homes on a currently derelict
43 acre city-centre site, has sparked much debate locally about the
ramifications of a modern development in a World Heritage City.
However, in November 2007 Bath and North East Somerset (B&NES)
Council’s Development Control Committee approved Outline and first
phase Detailed Planning Applications, referring the final decision
onto the Government Office for South West.
In a letter from local government minister Baroness Andrews, it was
confirmed the government would not intervene on the scheme, handing
full authority back to B&NES enabling development on site to move
forward:
“In considering these policy issues, the Secretary of State has paid
particular regard to national guidance relating to the design and
scale of the new development, housing delivery, and the potential
impact on the Bath World Heritage Site. However, the Secretary of
State is satisfied that these matters have been thoroughly addressed
by the Council and that they are not of a significance to warrant
call in and further examination at a public inquiry. Although these
applications have generated opposition locally, they have not given
rise to substantial national or regional controversy. Having taken
this into account, together with all the representations received,
and having carefully considered all the relevant planning issues
raised by these applications, and in the light of her policy on call
in , the Secretary of State has concluded that in this case there is
not sufficient conflict with national planning policies on the above
matters, or any other sufficient reason, to warrant calling in the
applications for her own determination.”
Debbie Aplin, managing director of Crest Nicholson Regeneration
confirmed the news to be a welcome result following a four year
consultation process to ensure the scheme was right for the city:
“The decision taken by Baroness Andrews and her committee reconfirms
the critical local need for the mixed-use scheme put forward for
Bath Western Riverside. Regeneration is an extremely complex process
and creating a scheme which is right for this particular site as
well as the City of Bath has involved extensive consultation with
the council, heritage groups and campaigners, local residents and
advisory bodies. Ultimately, the needs and opinions of these parties
as well as the on and off-site constraints, including housing
targets for the City, played an invaluable role in shaping the
proposals.
“We are delighted that work can now begin to transform this derelict
site into a vibrant new quarter for living and socialising. We
intend to begin work on site as soon as possible”
